ITS Labs & Classrooms determined the issue stemmed from a problem with how Spartan was installed on certain computers and not the license server.
Spartan has been re-installed in Science A 562 and 565 and is now able to check out licenses from those locations.

Spartan '18's license server is currently having problems.
ITS Labs & Classrooms is investigating.
