The vendor got back to us after making changes on their end and we confirmed the problem has been resolved.
The Google Drive desktop app for macOS and Windows should now be working again in offices and labs.

Customers may experience a 403 Forbidden error when attempting to sign into the Google Drive desktop app in macOS and Windows.
Our SSO vendor has been notified of this and will be addressing this as soon as they can.
In the meantime, we recommend using the Google Drive web client by clicking on the Google Apps grid icon at the top right-hand side of Gmail and clicking on Drive.
